Do not lay hands on anyone hastily, nor share in other people’s sins; keep yourself pure.

– 1 Timothy 5:22

First Timothy 3 records a series of qualifications for leaders (elders) and servants (deacons) within the church. And before anyone is every ordained to the task fo leading or serving, it is important that the church observe that the potential elder or deacons is one that is truly qualified. This often takes some measure of time. Therefore Paul writes, “Do not lay hands on anyone too quickly.”
